IAG JAPAN OCT 2020 14 YOKOHAMA TO HOLD DISCUSSIONS WITH IR OPERATORS TO UNDERSTAND IMPACT OF COVID-19 「横浜IR」林市長、コロナで事業者との追加対話を検討 YOKOHAMA CITY MAYOR FUMIKO HAYASHI has proposed initiating further dialogue with operators who took part in the city’s Request for Concept (RFC) process late last year in order to better understand how they have been impacted by COVID-19. The dialogue is seen as an important new step in the city’s bid to find an operator partner and win approval from the central government to develop one of Japan’s first integrated resorts. At the city council’s plenary session, Mayor Hayashi emphasized the need to pursue the IR project, stating, “Revival of tourism and MICE are essential for a long-term boost to the Yokohama economy.” Additional dialogue would be considered for those operators who took part in the RFC, which include Galaxy Entertainment Group, Melco Resorts & Entertainment, Genting Singapore and Sega Sammy Group. It is unclear whether Las Vegas Sands, who pulled out of the race in May, or Wynn Resorts, who recently shut down their Yokohama office, would be invited to take part. Hayashi said Yokohama would “keep pace with the rest of the country” while proceeding with its IR plans. In August, Yokohama city delayed publication of its IR implementation policy, which outlines requirements of the IR project, due to COVID-19 and anticipated delays to the national application timeline. 横浜市 が誘致を目指すIR(カジノを含む統合型リ ゾート施設)について、林文子市長は9月、新型コロ ナウイルスの感染拡大を受け、事業者との追加対 話を検討すると表明した。 そのうえでIRが将来的な観光促進につながる との見方から「国と歩調を合わせ、取り組みを進め る」と述べた。 市議会の本会議で林市長は「長期的な横浜経 済の飛躍には観光・MICE（展示会や国際会議な ど）の復活が不可欠」と、IRの誘致方針を強調した。 一方、「IR事業者がアフターコロナの事業のあ り方を検討しているのではないか」として、コンセ プト提案（RFC）を募集した事業者との追加対話を 検討する。その事業者にはギャラクシーエンターテ インメントグループ、メルコリゾーツ＆エンターテイ ンメント、ゲンティン・シンガポール、セガサミーな どが含まれる。5月に退去したラスベガス・サンズや 最近横浜事務所を閉鎖したウィン・リゾーツは対 象になるかは不明である。 横浜市は8月、新型コロナウイルスへの対応や 国の作業遅れなどを受け、IRの概要を規定した「 実施方針」の公表を延期している。
