2020 年 2月 IAG JAPAN 15 CHIBA BECOMES LATEST LOCATION TO WITHDRAW FROM JAPAN IR RACE 千葉市IR誘致見送りへ THE mayor of Japan’s Chiba city, Toshihito Kumagai, has announced that Chiba will not bid for an IR. Just over a month after Hokkaido withdrew from the nation’s IR race, Mayor Kumagai revealed a similar stance, stating, “We have been conducting surveys while considering the trends of the country, but due to circumstances, including last year’s typhoon, we have decided that the current schedule would not allow enough time for coordination with stakeholders, such as the prefecture, and for us to complete those procedures required by law.” Kumagai added that the application period announced by the national government in November – from 4 January 2021 to 30 July 2021 – was shorter than expected and Chiba did not expect it could prepare in time. Chiba city has been conducting a request for information (RFI) from private businesses on the feasibility of an IR since July in order to gather the information necessary to determine whether to bid. In October, eight domestic and overseas operators submitted business concept proposals to the city. IR の誘致をめぐり、千葉市の熊谷俊人市長は誘致申請 の見送りを表明した。 北海度がIRの撤退を表明してからわずか1カ月後、熊 谷市長は同じような発表で「これまで国の動きを見据え ながら調査検討を行なってきたが、昨年の(台風)災害の 影響もあり、今回のスケジュール案では、県などの関係 者との調整や法に定める手続きに十分な時間を取るこ とができないと判断した」と述べ、昨年11月に国が示し た認定申請期間(2021年1月4日から7月30日)が想定よ り短く、準備が間に合わないことを理由とした。 千葉市は、IRを導入するかしないかを判断するのに 必要となる情報収集のため、民間事業者へIRの事業性 などについての情報提供依頼(RFI)を昨年7月から実施 しており、同10月には国内外の8事業者が事業構想案を 市側に提示していた。8事業者のいずれも候補地を幕張 新都心エリアとしており、投資額は5,000～7,000億円、 カジノ事業に伴う市への納付金は500億円程度と試算 していた。
