2019 年 12月 IAG JAPAN 11 GOVERNMENT NOMINATES FIVE MEMBERS OF JAPAN’S IR REGULATORY BODY 「カジノ管理委員長」に 元防衛監察監の北村氏 　政府、国会同意人事案 THE former Defense Director of Japan’s Ministry of Defense, Michio Kitamura, has been nominated as Chairman of the Casino Management Committee – the regulatory body set to oversee the nation’s IR industry. Kitamura was one of five individuals presented to both chambers of the Diet in November as nominated members of the Casino Management Committee, which will be formally established on 7 January 2020 with the task of overseeing the selection, licensing and general supervision of Japan’s IR industry. The other four members presented to the Diet are former head of the Nagoya Regional Taxation Bureau Hiroyuki Kane, psychiatrist Michiko Watanabe, Keio University special professor Noriko Endo, and former police chief director Kenji Higuchi. It is hoped that the Diet will approve the appointments of the five nominees before the end of the current session on 9 December 2019. 政府 は、国会の同意が必要な12機関32人の人事案を 衆参両院の議院運営委員会理事会に提示した。カジノ を含む統合型リゾート（IR）事業者の適格性を判断する ため新設する「カジノ管理委員会」の委員長には元防 衛省防衛監察本部防衛監察監の北村道夫氏を充てる。 カジノ管理委の委員は元国立印刷局理事長の氏兼 裕之、精神科医師の渡路子、慶応大特任教授の遠藤典 子、元警視総監の樋口建史各氏の4人の人事案を示し た。カジノ管理委は内閣府の外局として2020年1月に 設置する予定だ。委員長を含む委員5人で構成する。事 業者の審査や、免許を与えられた事業者の運営状況や 財務体質を監視し、ギャンブル依存症やマネーロンダリ ング（資金洗浄）の対策も担う。 政府はIRを巡り、事業者の選定基準などを定める「 基本方針」を20年7月までに公表する。その後、地方自 治体が事業者とともに国に整備計画を申請する。政府 は20年にも全国で最大3カ所を認定し、開業は20年代 半ばと見込まれている。
