IAG JAPAN NOV 2019 10 JAPAN’S CASINO REGULATOR TO BE ESTABLISHED ON 7 JANUARY 2020 JAPAN’S casino regulatory body, the Casino Administration Committee, will be established on 7 January 2020, the government has announced. While the original plan was to establish the committee by 1 July 2019, it was delayed at the time for a variety of reasons, including societal concerns about increased problemgambling. The IR Development Act will be established by 26 January. The committee will oversee casino licensing and operations as an external bureau of the cabinet. It will also be responsible for administrative procedures such as revoking licenses in cases of violations of the law. It will be comprised of one committee chair and four members and will likely require approval of the diet. Members will serve terms of five years. Japan has promised that its IR industry will have the most stringent casino regulations in the world and the Casino Administration Committee will have full review and regulatory powers to ensure this. The licensing procedure will include strict background checks for key personnel. Nevada and other leading casino jurisdictions will serve as a reference point for how these background investigations will be conducted. 「カジノ管理委員会」を来年1月7日に設置 IR開業 へ向け、大きな動きがあった。政府は18日の閣議 でIR事業者の適格性を判断する「カジノ管理委員会」を 来年1月7日に設置することを決定した。産経新聞など主 要メディアが報じている。 　当初は7月1日の設置を目指していたが、ギャンブル 依存症の拡大などに対する世論の懸念も背景に先送り していた。IR整備法は来年1月26日までに設置すると定 めている。 管理委は内閣府の外局としてカジノ免許の付与や事 業者の監督を担う。法令違反があれば事業者の免許を取 り消すなどの行政処分をする。委員長1人、委員4人で構 成され、今国会で同意を得る考えだ。任期は5年。 　日本型IRは世界最高水準のカジノ規制を行うとし ており、カジノ管理委員会はカジノに関連する各種調査、 監督権限を有す。特にカジノ事業者への免許付与の際に は厳格な背面調査を実施する。背面調査にあたってはネ バダ州などの法令を参考に極めて厳格な調査がなされ る。 　一方、国土交通省は11月中旬に2回目のパブリック コメントをまとめ、来年1月に基本方針を策定し、公表す る。
